Free audio file conversion?

I've been trying to find a good free audio converter, either a program or an on-site program, but I haven't found anything that works properly, yet. The I need to do RA to WAD, SND to WAV, and OGG to WAV. Does anyone know anything that can suit my needs?

EDIT: Forgot OGG.

Hmm...I don't know for sure, but someone told me certian WinAmp plugins will convert types...also, if you need a player, WinAmp and some plugins can play most anything!
