A Game Suggestion (Possible Group Project)

I am not planning on this as a project for myself, so don't expect me to try this alone. I am suggesting this as a possible group project that could proceed on its own with or without me.
What I am thinking of is a third person Chex Quest adventure game similar to the Tomb Raider games or the Super Marioworld games.

The overall flavour of the game would be a lot more like Marioworld than Tomb Raider, of course, but hopefully not as annoying as Mario.
This would be a new game, as opposed to using a DooM based source port.
A good third person shooter engine would need to be found with at least the game basics to work with.
Is anybody a programmer? We're going to need one.
Models will need to be made, first temporary models (low res, very little animation), then more detailed models as they are needed. Very careful art direction would be required to make sure the various elements of the game are consistant.
Voice acting will be required. (Wouldn't be great if Gary Owens did the voice of the Chex Warrior? ;D)
Levels would have to be made—lots of levels. In fact, I would recommend a huge glut of levels be made and the best ones chosen from the pool for any official release.
Music and sound effects are vital!
Here is my idea for the game story:
After the victory over the Flemoids, bannishing them back to their own dimension, the Chex Warrior (Chexter) is hailed as a hero and given many honours. He then rejoins Chex Squadron and flies away with them to a distant part of the galaxy on an important diplomatic mission.
During their absence the Galactic Federation Of Cereals is invaded by the forces of the Imperial Blahs, a collection of hostile aliens monsters and robots who want to become the sole rulers of the galaxy and suck fun out of breakfast.
The Squadron returns to find the seven main homeworlds of the GFOC turned into dull grey worlds devoid of colour or fun, and the poor people of those worlds (also turned grey) wandering around in a zombie like state with a bad case of the blahs. Each of the planets is controled by a fearsome (yet cartoony) boss monster. The boss monsters themselves are the lieutenants of the Grand High Imperial Blah, the evil (insert name here. ;)), who rules through sheer size, aggression and intimidation.
The Chex Warrior and/or the other members of Chex Squadron (Hint! Hint! New characters!) must travel to each of the seven planets, free the people and landscapes from the blahs, turning them from grey back to their normal colours, and defeat the evil bosses. When all seven bosses are defeated Chex Squadron will then have to do battle with the Grand High Imperial Blah himself.
Each planet would have its own distinct look and would start out as a more or less monotone grey. The people have all got the blahs, so they mill around aimlessly, occasionally stopping to sigh or show some other sign of unhappiness, with little or no interaction with the player. The player must find items, like parts of a complete breakfast (or something we can come up with later), then use them to cure the people of the blahs. Some people might need specific items to be cure, such as a child wanting his teddy bear or a scientist wanting his calculator. As each personis cured of the blahs he/she will change back to normal colouring and thank the player and celebrate. Some may give the player important puzzle pieces, such as part of a zorch cannon the player needs to defeat that world's boss. Weak enemies are common, and defeating them does very little, but tougher enemies will cause the area they control to change back from grey to normal colours. Other effects may happen too, such as drooping flowers standing up straight, or a sad faced statue smiling, or a billboard for Brand X cereal switching to Chex.
As per usual, enemies are not killed, but are teleported away instead. The player can use his zorcher, or whatever ability each character has, or may be required to use specific power ups or puzzles to defeat various enemies.
The player starts with a rainbow life bar and a portrait of the character he is playing. As the life bar goes down the player and his portrait become greyer and more sad looking. When the health bar reaches zero the chase camera moves to a front view and the player sits down, looks sad, and breathes a deep sigh as he is overcome by the blahs.
I will post more information about this idea as I think of them, and apend them to this post as well.

Yes, as a real suggestion, I think this would be kind of cool. I'd recommend the Unreal Engine, as its generally one of the better, commoner, and easier ones to use (it may look complicated, but if you spend some time with it, its not that bad). Otherwise, a brand new engine could be made. I'd help, but I really don't know that much programming yet :/
Could help with levels once a level creator is developed.

I would say starting off with a base engine would be a whole lot easier. Me and Xbolt were looking into Unity awhile back, which when done correctly can be made into anything you like. The downside is learning the scripting/coding of it. It would take awhile, and would take someone more partial to coding.
The Unity devkit and the Unreal devkit are both quite nice, though. You can do tons with either of em.
Source is also an option, but I doubt I need to say how immensely complicated it is to mod for that...

I know I was making up the post on April 1st, but it is not a joke. It is a real suggestion. I have been thinking of the idea for months.
