I'm asking because that's what I want to do.

Sure. That could work. CQ isn't very resource-intensive, so it doesn't take a good computer to work with it. That being said, I'd look for something similar on Newegg, since Newegg is USUALLY cheaper.

That should work for software mode, but for opengl mode (i.e, gzdoom) you should really consider getting an Nvidia branded graphics card; gzdoom has been known to have problems on integrated graphics and AMD chips, though I tried gzdoom on a core i5 laptop with integrated graphics and it ran perfectly.
Off topic: I personally would never buy anything weaker than a core i5 for a CPU

Still has Intel dedicated graphics but definitely better. That's a good PC for that price range; getting a Nvidia chip would be a bit more expensive.

Out of intel, Nvidia, and Amd I like Nvidia 49% and Amd 51% it is very close together but I just like both Nvidia and Amd.

While that IS a beast of a pc, I don't have $1000 to spend on a computer, and you can bet your bottom that that will be much cheaper on newegg.

Really I think buying the parts of a pc and assembling them together is much cheaper than buying the whole thing. The con is that it will take a long time put it together.

Yeah, but you have to have A LOT of precision to get the computer to run correctly. I want an already built one that will be cheap and will run GZDooM/DooM Builder/Anything CQ/Internet well.

The nVidia graphics ones are a bit more expensive, but there's this:

No. No eBay. Not for anything computer related.
